Urban Renewal Social Service Team (URSST) Tender Award and Contract Extension Announcement
The Urban Renewal Fund (URF) announced today (12 June 2026) that the contract for providing Urban Renewal Social Service Team (URSST) service for the period from 1 July 2026 to 30 June 2028 (“New Service”) has been awarded under two tender packages as follows:
- Package 1 : Yau Tsim Mong—Sai Yee Street / Flower Market Road (YTM-013), Kowloon City—Ma Tau Wai Road / Lok Shan Road (KC-020) and Hong Kong Island—Queen’s Road West / Kwai Heung Street (C&W-007), awarded to The Salvation Army (SA);
- Package 2: Kowloon City—Kau Pui Lung Road / Chi Kiang Street (CBS-2:KC) and Ming Lun Street / Ma Tau Kok Road (KC-018), awarded to Hong Kong Lutheran Social Services (HKLSS).
The total recommended tender sum for the two packages is HK$16,059,564 (approximately HK$16 million).
On 9 March 2026, the URF invited 28 non-governmental organisations (NGOs), with experience in District Level social service including Community Centres (CCs), Neighbourhood Level Community Development Projects (NLCDPs), Integrated Family Service Centres (IFSCs), District Elderly Community Centres (DECCs) and Integrated Services Centres (ISCs), to submit tenders for the New Service. Upon expiry of the submission deadline on 27 March 2026, five valid tender proposals were received from four NGOs for the two tender packages.
After careful deliberation, the Committee on Urban Renewal Social Service Teams (CSST), under the URF Board of Directors, recommended Package 1 be awarded to The Salvation Army and Package 2 to Hong Kong Lutheran Social Services. Having considered the recommendations, the Board approved the award of the tenders to the above-mentioned organisations.
Contract Extension of Urban Renewal Social Service Team to Provide Services in Sham Shui Po (SSP-017) and Kowloon City (KC-017) Projects
The Urban Renewal Fund (URF) announced today (12 June 2026)
that, following detailed consideration by the URF Board of Directors at its meeting on the recommendations by the Committee on Urban Renewal Social Service Teams (CSST), the contract extensions of the Urban Renewal Social Service Team (URSST) services for the following projects for a period of 12 months, from 1 July 2026 to 30 June 2027 was approved, with a total fixed lump sum fee HK$6,035,496:
- SSP-017 (Sham Shui Po) – Kim Shin Lane / Fuk Wa Street) – Service provider: The Salvation Army (SA)
- KC-017 (Kowloon City) – Nga Tsin Wai Road / Carpenter Road – Service provider St. James’ Settlement (SJS)
These arrangements ensure the continuity of social support services for residents, in particular for post-relocation service needs in the respective urban renewal districts.
